NDI: Public Attitudes in Georgia – Summary of All Waves

The NDI Public Attitudes in Georgia surveys are recurring national studies aimed at understanding the political views, priorities, and social attitudes of Georgian citizens aged 18 and older. Conducted regularly since 2014, these surveys use a mix of face-to-face and telephone interviews, covering a representative sample across regions, urban/rural areas, and minority populations. The results help inform public discourse, policymaking, and international organizations on the evolving attitudes of the Georgian public.

Objective:
To assess knowledge and attitudes of Georgia’s adult population (18+) towards political issues and current events.

Population:
Nationwide adult population, excluding residents in conflict-affected regions (Abkhazia and South Ossetia).

Survey Coverage (Geographic Representation):

2020–2023: Tbilisi, urban, and rural areas.

2017–2019: Tbilisi, large/small urban, rural, and minority settlements.

2015–2016: Tbilisi, urban, rural, and minority settlements; some waves include self-governing cities and regions.

2014: Wide representation including 12 self-governing cities and both East/West Georgia.

Sampling Methods:

CATI (Telephone, Random Digit Dialing):
Used mostly between 2020 and 2023.

CAPI (Face-to-Face, Cluster Sampling):
Used in most waves before 2020, and also in select waves in 2022–2023.

Sample Sizes:

Range: From ~1,000 (e.g., March 2023) to over 4,400 (e.g., August 2015).

Typical recent size (2020–2023): Around 2,000 respondents per wave.

Response Rates Over Time:

Recent years (2020–2023): 14%–35%

Earlier years (2014–2017): Up to 75%

Trend: Gradual decline in response rate over time, especially with shift to telephone interviews.

Languages Used in Interviews:

Most recent years: Georgian, Armenian, Azerbaijani, and Russian.

Earlier years (2014–2015): Primarily Georgian.

All results are weighted.
