Iris Bischoff (2026): EU sanctions against Belarus since 2020 - individuals, entities and court cases, v. 1.0, Discuss Data, https://doi.org/10.48320/E1138544-205D-4F51-9A6F-B94BC0D04F8B

Description

This data collection summarizes and processes information about sanctioned individuals and entities under Sanctions Regulation EC 765/2006 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine in its Consolidated Version from 24.04.2026. Annex I. provides a detailed list stating information about the listed entry (i.e. sanctioned invididuals and entitites) including reasons for the sanctions. By summarizing professions, listing criteria and main justification from Annex I. , I created a list in which it is easier to get an overview and compare different sanctions entries. Also, I have added information on deleted entries and CJEU court cases after 2020, where applicants sought the annulment of EU legal acts concerning them. Therefore, this data collection enables a more structured overview and comparisons of sanctions against individuals and entities plus corresponding court cases.
The data collection consists of an Excel file with all four tables (size: 84KB); a PDF with diagrams created on basis of the data collection (size 1025KB) as well as two word clouds created from main justification wordings (size 5000 KB). Also, I have included a User Guide for a quick overview of the data collection (size 155KB) plus a Codebook for more details on coding of the categories (size 240KB). While the system of categorizing and summarizing entries is based on earlier research, the data collection was mainly assembled in July 2026.
