Description
This dataset contains data from a series of nationally representative public opinion surveys conducted between 2007 and 2024 with the aim of assessing the perceptions, experiences, and attitudes of Ukrainians toward corruption. It provides unique data to track changes in key corruption indicators over time.
The study specifically explores public attitudes toward corruption, personal experiences with corrupt practices, evaluations of the effectiveness of anti-corruption measures taken by authorities and other actors, and the willingness of individuals to engage in anti-corruption activities.
It also examines sector-specific corruption, including the perceived prevalence and personal experiences in areas such as healthcare, education, government agencies, the judiciary, the military, law enforcement, and business activities. Additionally, the survey includes detailed questions about specific institutions people engage with, such as public healthcare facilities and general education schools.
Launched in 2007, the study has been conducted periodically, with a total of eight survey waves completed to date. All surveys were carried out by the Kyiv International Institute of Sociology (KIIS) in collaboration with USAID-funded projects: ACTION/MSI (2007, 2009), UNITER/Pact (2011, 2015), and ENGAGE/Pact (2018, 2021, 2023, 2024).
Each wave surveyed over 10,000 respondents from the general population across Ukraine using a consistent methodology, allowing for the tracking of changes in perceptions and experiences of corruption over time.
The 2023 and 2024 surveys additionally explored the views and perceptions of corruption in Ukraine among specific categories of the Ukrainian population, such as internally displaced persons (IDPs, ~1,000 respondents) and refugees/externally displaced persons (~2,000 respondents).
The data collection includes datasets, field questionnaires, and technical reports for all eight survey waves. Each dataset is provided as a separate file in SAV format. Data from the 2007, 2009, 2011, and 2015 survey waves are available in English, while data from 2018, 2021, 2023, and 2024 are labeled in Ukrainian. Additionally, the collection includes converted datasets in CSV format and codebooks that provide labels in either English or Ukrainian and English for the codes used in the CSV file.
