Description

In December 2024 - January 2025, the research agency Info Sapiens conducted a comprehensive study of the livelihood needs and labor-market access of persons with disabilities in the context of the war in Ukraine.
The main objectives of the study were:
- To analyze the barriers faced by persons with disabilities in Ukraine in accessing the labor market and to assess how these barriers affect their access to livelihoods and other humanitarian needs during the ongoing war.
- Provide the FSL cluster with information on persons with disabilities and their access to inclusive livelihoods to support a comprehensive approach that strengthens their security through integration into the labor market.
The research methodology includes CAPI and CATI components.
A nationally representative survey of people with disabilities using the CAPI method (computer-assisted personal interviews). A total of 1,019 respondents registered as persons with disabilities, or those in the process of obtaining disability status, were surveyed, based on a nationally representative sample constructed in accordance with data from the State Statistics Service as of January 1, 2023 (excluding occupied territories). The types of disabilities were determined by self-assessment: physical, sensory (vision, hearing), intellectual, and mental disabilities.
A nationally representative survey of employers was conducted using the computer-assisted telephone interviewing (CATI) method. The management of 621 enterprises was surveyed on the basis of a random sample from the Unified State Register of Enterprises and Organizations of Ukraine, including enterprises of various types: microbusinesses (up to 10 employees), including sole proprietorships, small businesses (10–50 employees), medium and large businesses (more than 50 employees), with 207 enterprises in each category. The distribution of enterprises in each category by field of activity corresponds to the data of the State Statistics Service of Ukraine as of January 1, 2023. The total sample was weighted in proportion to the share of the workforce employed in enterprises in each category according to data from the State Statistics Service of Ukraine as of January 1, 2023 (since the share of people in management positions involved in hiring personnel is approximately proportional to the number of personnel).
